Cecilia Masters, DHSc, MNLM, Founder and Co-CEO
Cecilia Masters is the Founder and Co-CEO of Sun State Consult LLC, bringing over 25 years of experience in the nonprofit and small business sectors with a deep commitment to social justice, health equity, and community empowerment. She has secured more than $100 million in grant funds through her expertise in strategic planning, program development, and grant management, including her leadership as Director of Philanthropy and Finance at the National Minority Quality Forum. At Sun State Consult, Cecilia empowers grassroots organizations, nonprofits, and foundations with the tools and support needed to navigate grant funding, strengthen capacity, and drive lasting impact in underserved communities.
Jessica Martinez, MBA, Co-CEO
Jessica Martinez, Co-CEO of Sun State Consult LLC, brings over 16 years of experience in social services, program administration, and compliance, with a deep passion for early childhood education and improving outcomes for vulnerable populations. She has led program operations, quality assurance, and process improvements across services such as home visitation, family resource centers, and community-based education. Previously serving as Associate Director at Chicanos Por La Causa, Jessica managed complex programs, large budgets, and strategic family services. At Sun State Consult, she focuses on grant writing, capacity building, and strategic planning—empowering nonprofits to secure funding and strengthen their impact in the communities they serve.
Our Story
Sun State Consult LLC, established in 2023, is the culmination of the lifelong dedication and shared vision of two sisters, Cecilia Masters and Jessica Martinez. With a combined experience of over 40 years in the nonprofit sector, they have devoted their careers to making a positive impact on their communities and addressing pressing social issues.
The journey of Sun State Consult began with a recognition of the multifaceted challenges that nonprofits face in securing essential funding through grants. Cecilia and Jessica, with their deep understanding of these challenges and their extensive experience across various fields—including health equity, early childhood education, and mental health services—decided to create a consulting firm that would provide nonprofits with the specialized expertise needed to navigate the complex world of grant development.
